Aleph Alpha is the most well-known German attempt to build a European alternative to OpenAI. Founded in Heidelberg in 2019, the company doesn't target end users, but rather corporations, banks, and government agencies that want to run AI in-house instead of sending data to US providers.

The core of their offering today is the PhariaAI platform, which lets you build AI applications that run on-premise or in a sovereign cloud. For regulated industries, explainability is key, as the system can show exactly which sources an answer is based on. It’s currently being used in areas like public administration and insurance.

When it comes to pure model quality, OpenAI, Claude, and Mistral usually lead the pack, and Aleph Alpha is barely marketing its Luminous models to new customers anymore. Their real edge isn't having the most powerful model, but rather data sovereignty and EU-based operations. In September 2026, Aleph Alpha and Cohere signed their merger agreement; once it closes, expected by the end of 2026, the combined company will operate as Cohere, headquartered in Berlin and Toronto.
